Yes but they are both "DmgCon" perks meaning you can't craft an item with both rogue and penetrating backstab.
The closest you can get are the PvP track named weapons for Spear/ Sword/ Hatchet / Rapier which have Vicious and Penetrating Backstab.
You can also get rogue on a shield and penetrating backstab on a sword.
