Not sure what Orcusian is trying to say. I am guessing there are 2 other quest that need to be done before this one can be completed. But AG didn't mark them that way so we get to guess what to do first. If he is not in the location skip it and work on other quest and come back till you see him in the SouthEast part of the outpost so you can do the quest completely.

To avoid getting into a bug, you need to complete tasks consistently. Begin to the west of Brimstone, where Alazar made a shelter, we take the storyline quest to obtain supplies. In this quest you will free Version A of this gentleman from a house in the village. Further, near the central bridge on its western part we will meet a quest to obtain various ingredients for hot pies. After delivering the ingredients, immediately take the hotpies to Version B of this gentleman.
PS If you, like many, at some reason go to the western part of this godforsaken place and do a quest related to Version C of this gentleman, then all previous versions will stop interacting with you and you will ruin 1-2 quests.
PPS Haha, bugs are like old times. But then you could hack the game or use a console command. Sad.
Same result. Tried it a few times, but the NPC never shows up visible to turn it into before the food goes cold.

In Lodestone Grom (western part of the map Great Cleave) there are 2 quests in the lands of corruption. If you complete one of them that affects Pedro Carrillo(c), then all other quests with Pedro Carrillo break. Write feedback in the game.
