Update:
As of the Aeternum update, it looks like these no longer drop at Skysong. In fact the only place to get this set is now in Mangled heights > Severed Visage. It only drops from 2 different enemies that have 3 total spawns, and only in Severed Visage zone.
Note that it does not drop in dynasty because the enemy level in the instance exceeds the 40-49 enemy range that can drop this item.
Also note that the alternate names for these enemies are used in the Severed Visage zone (Unhallowed Escort and Unhallowed Emissary):

Currently, this drops in skysong, and likely some other areas in Ebonscale. It only drops from level 40-59 enemies, so most things around dynasty don't drop it. Here's a youtube video of the farm route I used:
