We can't find any source for this item (quests reward, drop, etc). It's highly probable this item is not obtainable right now. It seems that the New Avenging Pauldrons is obtainable.

@Mythbourne - the ones in Shattered Mountain don't drop this. It's specific to Mangled towards the west side of Great Cleave, so unfortunately, you can only get a low 5xx GS version. I found the head piece @ 508 from there.

Looted 500 GS from Unhallowed Infestation in Mangled Pox GatE

The only enemy in the game that can drop a 590+ GS version is the Scorchvein Enforcer in Shattered Mountain. I've been farming them and cannot yet verify that they even drop this.
This set cannot be obtained as Legendary. Only the head and feet are listed as possible drops from Scorchvein Enforcer in Shattered Mountain. No other piece can be dropped at 590+ GS.
Would be a great set if it actually existed since a second corruption type expedition is about to release.

Ver. 1.6 - Looted 590+GS from the crawlers on the main road.
Roughly 1:15 chance that when I got a gear drop it would be 590+ GS or else it was 500-510 ( never anything between 511-589 )
It was about 1:30 gear drop that I would get a named drop. So 1:30 & 1:15 is 1:450 chance per gear drop I would get named gear. There are 5 named gears at Mangled Pox Gate..
