Dropped for me yesterday. Took about 1 hour of farming. Was wearing about 28.7% luck gear (not flagged) plus 3 minor luck trophies.

lvl 60 29 kills 33.9 luck on gear + trophies.
There was a lvl 53 guy as well, took 4 kills for him -_-

Hit it twice before any other legendary dropped. Not complaining, great item.

Took me a little over 180 kills to get it at 60 with about 16.2% luck from gear. Had a guy show up and get it in 4 kills. Seems like you get it fast or have to grind it out. GL

Hasn't dropped for me - I'm lvl 60, been killing him for 5 hours now with full luck gear. If you get it in under 5 minutes you're either very lucky or I'm very unlucky.
[EDIT] I got it the very next day on my 2nd kill. It definitely drops!

Confirmed that this is 52+ (along with the rifle). I killed Harold nearly 200 times at level 51 and got nothing. I watched the rest of the group members that were 52+ get it repeatedly in the same time. As soon as I leveled, I got it within 10 kills.

If you are lvl 52+ you will drop it really quick.

This item does not drop at level 51 - you need to be at least 52, myself and many others have tried farming this at 51 as stated for many hours and neither Ill-Gotten Gains nor Harold's Rifle (also shown as 51+) dropped until we got to 52.

same here i got around 400 kills and it never drops, very sad farming this when some people get it after couple kills

You must be level 51+ for this to drop from Foreman Harold. He respawns every 45-60 seconds.
