Got it today from the tentacle boss at Mozrul location, Articulon the Unshackled.

1. You can make it respawn faster, as long as you go on the rocks in any direction outside the Balebane Maw area (just walk until the sign on the compass disappears, or just check your map).
2. Dropped from Mozrul after around 60 kills. Another guy that joined my group got it on his first kill. A friend got it randomly while doing his daily chest runs, so yeah RNG, just go at it.
