Couldn't find the answer anywhere if this was upgradeable to legendary using umbral shards. I spent 125 umbrals to upgrade from 599 to 600, it stayed purple, no 3rd perk. 100% verified.

So if it is showing as epic on NWDB, then it probably lacks a third "locked" perk.

What that means is that it can drop at GS600, and be legendary, with 3 perks, but the 3rd will be random. But you cannot upgrade it with shards . see here: https://forums.newworld.com/t/certain-named-drops-not-upgrading-to-legendary-at-600/685796
