Page 1 at least is availabe near to quest's wall.
This can be completed on the new New World: Aeternum servers. Completed 10/16 on PC (cross play server)
This can only be completed unless you start a New Character. The pages are behind vines on the walls, but if you have advanced your story line from OG times you can not get these.

You will need the quest to unlock these ones.
Note: Thought you could complete if you find someone who is doing the quest. But it appears not. You would need to be doing the quest yourself.

There is a shimmering behind the vines, but you cannot interact with them. Is this part of a quest?
To complete this you may need to visit Arcturus in Everfall, 2nd floor notes #3 & #4, 3rd floor you will find #2 all notes there are in small stone pillars under a statue.
