You can purchase one of these per week from The Well of Fortune in the Cutlass Keys settlement for 5 Doubloons. The key will open a "Locked Doubloon Cache" that can be found at the base of the zone pillars surrounding the PVP free for all area in south Cutlass Keys. You do not have to be flagged nor do you have to enter the PVP area to access the Cache. You will get 500 Doubloons from the Cache upon opening it.
