I have it in CoS, you don't have to equip it to transmog it.

This skins transmog is one of the most expensive ones in the my server going for mininum of 25 000 since launch of transmog. Is it because of the bugged skin it has?

The skin on the weapon is bugged. You can only see it's true skin when you click on "change skin". THen the game going to load in it's skin. Ice spikes growing on it constantly. Pretty cool, sad that you can't see it otherwise.
